ANRE approved the Regulation on connection to the gas transmission systems

 

PRESS RELEASE of the National Regulatory Authority for Energy (ANRE)

on the approval of the Regulation on connection to the gas transmission systems

 In the context of evolutions of the national legislative framework, ANRE is in a process of update and improvement of the legal framework necessary to carry out activities in the gas sector.

Thus, in accordance with the objectives provided for in the program of regulations on the development of a consumer-focused regulatory framework, the Regulatory Committee of ANRE approved in today’s meeting the Regulation on connection to the gas transmission systems.

The Regulation establishes the steps and conditions on connection to the gas transmission systems through an unitary, transparent and non-discriminatory process and is applied by the transmission system operators and the economic operators authorized by ANRE.

The Regulation allows increasing the degree of protection of applicants, a more accurate and complete information thereof by imposing obligations for the transmission system operator, creating the premises for higher competition in the market, allowing applicants to choose the economic operators authorized by ANRE to carry out the activities related to the preparation of the technical documentation to authorize the execution of construction works related to the connection, the preparation of the technical project for the execution of construction works related to the connection and its execution in cases mentioned in the regulation. Also, it aims at increasing competitiveness in terms of modality of achieving the high pressure connection by reducing the time of actual execution thereof and reducing the connection costs by introducing competition among economic operators.

The Regulation on connection to the gas transmission systems will enter into force on the date of repealing the provisions on connection to the gas transmission system set out in Government Decision no. 1043/2004, with subsequent amendments and additions.
