Order no. 27/2017 on the establishment of the estimated mandatory quota for the acquisition of green certificates for the period April – December 2017

In consideration of provisions of art. VII and art. VIII, paragraph (1) of the Emergency Ordinance no. 24/2017 amending and supplementing Law no. 220/2008 on the establishment of the promotion system for energy generation from renewable energy sources and amending certain regulatory documents,

pursuant to the provisions of art. 5 paragraph (5) and art. 9 paragraph (1) letter x) of the Government Emergency Ordinance no. 33/2007 on the organization and functioning of the National Energy Regulatory Authority, approved with amendments and additions by Law no. 160/2012,

the President of the National Regulatory Authority for Energy issues this Order:

Art. 1. – The estimated mandatory quota for the acquisition of green certificates by economic operators required to purchase green certificates, for the period April-December 2017, is established at the value of 0.358 green certificates/MWh, corresponding to a final electricity consumption exempt from the payment of green certificates of 5,048GWh, according to the Annex, which is an integral part of this Order.

Art. 2. – The National Electricity and Natural Gas Market Operator OPCOM – S.A., electricity producers from renewable sources and economic operators referred to in art. 1 shall fulfill the provisions of this order.

Art. 3. – Upon the entry into force of this Order, the Order of the President of the National Regulatory Authority for Energy no. 119/2016 on the establishment of the estimated mandatory quota for the acquisition of green certificates for the year 2017, published in the Official Journal of Romania, Part I, no. 1.069 of 30 December 2016, shall cease its applicability.

Art. 4. – Organizational entities of the National Regulatory Authority for Energy shall monitor the compliance with the provisions of this Order.

Art. 5. – This Order shall be published in the Official Journal of Romania, Part I, and shall enter into force on 1 April 2017.
