StrategiaEnergeticaPentruRomani: The project of the Energy Strategy of Romania

A study without the principles and methodology underlying the preparation of the study has the consequence of questioning its results. In this context and in order to support any intention of achieving an Energy Strategy, I would like to make some clarifications regarding the document submitted on December 10th 2014. The project started in June 2014, for drawing up the Energy Strategy of Romania for 2015-2035, involved going through the following stages before formulating the strategy (strategic objectives), following to complete it by October 15th 2015:

  1. Analysis of the current stage
  2. National and international obligations
  3. Vision of the energy strategy
  4. Assumptions for substantiating working scenarios
  5. Initial strategic objectives
  6. Future scenarios
  7. Analysis Integrated Resources Least Cost Energy Energy Planning (IRLCEP)
  8. Risk analysis of scenarios
  9. Strategic objectives

Only the first two stages preceding the development of the Strategy were put up for public debate on December 10th 2014, and not the Energy Strategy of Romania. The purpose of developing these stages was to analyze the current status and national and international obligations undertaken by Romania in the energy sector. The purpose of this first step was to achieve an inventory of energy realities, establish opportunities and dangers in various energy sectors, but also to identify the existing strengths and weaknesses.

Conceiving the plan to develop the Strategy was primarily intended to discipline its designer, help him arrange his thoughts, figures and findings in a logical order, which can be followed by others, superiors and subordinates alike.

The document that would make up the Energy Strategy was to consist of five parts:

Part I – Romania’s Strategic Objectives in the energy sector for the period of 2015-2035: synthetic document (handbook) which was intended to quantify objectives, time until their achievement, persons responsible for fulfilling the objectives, the expected result, early deviation indicators against expected results.

Part II – Plan for the implementation of the energy strategy: document that would provide details on how to implement and phase actions identified to reach any strategic objectives, persons responsible for monitoring them, the necessary budget, identification of risks in implementing the strategy.

Part III – Control plan of strategy implementation: document that would determine the control system, in order to monitor and measure the results of each action, signaling any deviation from reaching the objectives and targets proposed. The role of this plan was to assess whether the objectives set have been achieved, which actions have been carried out, and in case of failures to determine the interventions or changes needed to achieve the goal.

Part IV – Plan for reviewing and updating the strategy: in order to turn the Strategy into a living instrument, with the possibility to be corrected when the hypotheses considered at the time of its conception change, but also in order to limit subjective interventions (interest groups) on the document (objectives).

Part V – Plan for communication, dissemination and feedback: communication of objectives and plans, starting with the debate phase, so that the energy strategy would be done with the continuous participation of civil society, to become a strategy of Romanians, in which they should find themselves, appropriating it, applying it, sanctioning it and permanently developing it.
