Approval of the Methodology for determining and monitoring overcompensation of electricity and heat production in high-efficiency cogeneration benefiting from the bonus-type support scheme

The Regulatory Committee of the National Energy Regulatory Authority approved in today’s meeting, November 27th 2013, the Methodology for determining and monitoring overcompensation of electricity and heat production in high-efficiency cogeneration benefiting from the bonus-type support scheme, regulation issued in order to update the regulatory framework necessary to transpose the provisions of Law no. 123/2012 of electricity and natural gas, as well as of Government Decision no. 1215 on the establishment of criteria and conditions necessary to implement the support scheme for promoting high-efficiency cogeneration based on useful demand for heat.

The methodology applies to electricity and thermal energy producers in cogeneration that benefit from the support scheme and aims to establish:

a)      the monitoring method of incomes and costs for the production of electricity and heat in cogeneration to verify overcompensation, respectively the pre-overcompensation of the production of electricity and heat in high-efficiency cogeneration that benefit from bonuses through the support scheme for promoting high-efficiency cogeneration based on useful demand for heat;

b)      the method of determination of overcompensation of electricity and heat production in high-efficiency cogeneration for the period of assessment of overcompensation;

c)      the method of determination of the bonus for each producer by realizing the pre-overcompensation analysis, based on estimative data sent by them for the following year.

The draft methodology approved today was subject to public consultation, as document of discussion, during September – October 2013 and benefited from 517 downloads.
